As I understand it, the measure would allow anyone to run in a general primary (that is, a primary where all citizens in the jurisdiction could vote), but restrict the general election to the two highest vote-getters. (Perhaps "run-off election" would be preferable to "general election" in these circumstances.) That's not to say this would be ideal in my opinion. Personally, I would prefer a system where multiple voting is permitted - that is, a 2nd choice, a 3rd one, etc, not just one's 1st choice. That would seem to me to allow persons not of the two major parties, or, for that matter, dissident D's & R's, to have a chance. But, my druthers aside, this initiative doesn't seem as "downright sinister" as you believe, as all parties and non-partisan individuals are allowed, just at an earlier date in the year than at present.
